Panjim (Goa)/Patto / EDC Complex
Goa's only purpose-built CBD, RBI, LIC, SBI, Vedanta, and Gera all share one postcode.
EDC Patto Plaza is Goa's single most important commercial and financial address, a 1,77,000 sq metre reclaimed-land development built by EDC Limited (Economic Development Corporation of Goa) in 1985 specifically to create a dedicated business centre for the state capital. Today it is officially recognised as the most important Central Business Area of Goa, housing state and central government entities (RBI, LIC, SBI, Bank of India, Income Tax Department, Passport Office), major private sector offices (Vedanta Ltd, Gera Imperium), and the KTC Bus Terminal, all within walking distance of each

EDC Patto Plaza does not operate as a formal SEZ. However, its unique status as a government-developed commercial zone means it benefits from GSIDC infrastructure maintenance, planned road networks, underground utilities, and landscaping, giving it an infrastructure quality edge over organically developed commercial areas.
Goa University (~7 km, Taleigão), Goa College of Engineering (~14 km, Farmagudi), Goa Institute of Management (GIM, ~15 km, Sanquelim), and multiple colleges in Panaji provide a steady graduate supply. Goa's disproportionately high literacy rate (87.4%, per Census 2011, Goa's is significantly above national average) supports a strong professional talent base.
Gera Imperium (Patto) is designed to modern Grade A commercial standards. Ignite EDC Innovation Hub reflects the Government of Goa's commitment to smart city and startup infrastructure. EDC Limited's 2013 Patto Plaza redevelopment (by architects Rahul Deshpande & Associates) upgraded all roads, footpaths, services, and public spaces to pedestrian-friendly standards.
GSIDC-maintained utility infrastructure serves the Patto area. High-speed fibre (Jio, Airtel, BSNL) is widely available. KTCL provides multiple bus routes from Patto to all parts of Goa, including direct Dabolim Airport service.
