Nava Raipur (officially Atal Nagar) is a completely planned greenfield city, approximately 17–24 km south-east of old Raipur, developed by the Nava Raipur Atal Nagar Vikas Pradhikaran (NRANVP/NRDA) since 2006. It is the new administrative capital of Chhattisgarh, home to the Mantralaya (State Secretariat), Vidhan Sabha, Heads of Departments offices, and the planned Central Business District (CBD) in Sector 21. Nava Raipur / Atal Nagar features a dedicated Gems and Jewellery Special Economic Zone (in addition to the broader IT incentive framework). IT companies allotted space in the CBD qualify for Chhattisgarh's IT/ITeS incentive package including capital subsidy, employment-linked incentives, power tariff concessions, and stamp duty exemptions. NRANVP's debt-free status means all land transactions are now unencumbered.
Nava Raipur's CBD and institutional zone buildings are the newest in the metropolitan area, planned construction with modern structural and service specifications. IIM Raipur and government complex buildings are all purpose-designed to national standards. The Shriram Business Park offers the only internationally operated (Regus) Grade A managed office in the broader Nava Raipur zone.
Nava Raipur was designed as a smart city with underground utility corridors including power, fibre, and water. The planned city has the most consistent power infrastructure in the metropolitan area. The government's Integrated Command and Control Centre (ICCC), with ₹40 crore allocated for upgrade in 2025, provides city-wide monitoring and management. Fibre from major ISPs and BSNL available city-wide.
For commercial real estate specifically, the April 2025 debt-free status of NRANVP has a direct implication: all properties of the Authority are now unencumbered (zero mortgage, zero charge). This eliminates the title risk that historically accompanied purchases or leases in government-developed planned cities.
